Dr Emmanuel Mwakiwa is a Senior Lecturer in the Department of Agricultural Business Development and Economics in the Faculty of Agriculture, Environment and Food Systems at the University of Zimbabwe. Emmanuel has a PhD in Environment and Resource Economics from Wageningen University, Netherlands. Emmanuel has over 25 years comprehensive experience in development work in the following areas: climate change; agricultural policy analysis; economic development; food security; environment and natural resource management; and community resilience. He has researched and written extensively in these areas in Africa. He has been mentoring researchers – postgraduate, graduate and undergraduate students in various fields.

Participated in the Baseline Survey the Project “Strengthening Biodiversity and Ecosystems Management and Climate-Smart Landscapes in the Mid to Lower Zambezi Region of Zimbabwe” for Outcome 2 (Improved capacity of PA network and CAMPFIRE Wildlife Conservancies) and 3 (Increased area under sustainable management and benefits for local communities) of the Global Environment Facility Project. Conducted business analysis of the Community Wildlife Conservancies (CWC), a wildlife management joint venture incorporating community, Safari Operator (private sector) and the Rural District Council. Analysed and proposed different business models for undertaking hunting and tourism venture for the CWCs in Muzarabani, Mbire and Hurungwe Districts. Natural resource modelling was undertaken. The analysis included revision of on sharing of wildlife trophy receipts, safari or lodging receipts amongst community, RDCs, Safari Operators and CAMPFIRE Association. The proposed business models included PPP and PPCP. Analysed potential value chains for community engagement which included community gardens, fish farming, NTFPs. One of the major issues that came out was on land tenure security regarding community encroachment into buffer zones and protected areas. The recommendations on investments options and possible institutional arrangements that came from this study are being used to implement the project.

CAMPFIRE Stakeholder Consultations. I was responsible for the components Business Models and Benefit Sharing. On benefit sharing the major issues was on sharing of wildlife trophy receipts, safari and lodging receipts amongst community, RDCs, Safari Operators and CAMPFIRE Association. Some of the models analysed include PPP and PPCP. Community projects analysed included harvesting of NTFP, fish farming and community gardens. Land tenure security was one of the major factors found to be affecting CAMPFIRE success. For this assignment I participated in the production of the following outputs: Inception report; Review of the Communal Areas Management Programme for Indigenous Resources (CAMPFIRE) and Community Based Natural Resources Management (CBNRM) Models; Final Consolidated Report of the Zimbabwe National Stakeholders Review – Key Recommendations, Draft CBNRM Policy, “Fast-Track” Regulations for Conferment of Appropriate Authority and Action Plan; CAMPFIRE/CBNRM Review Main Findings, Recommendations and Conclusions Report: A review of the CAMPFIRE Program in Zimbabwe.
